Position Summary
The person in this position, along with the CFO has an overall responsibility for the Human Resources (HR) function within the Bank. The Human Resources and Payroll Specialist must be a strong consistent communicator. The person must be able to establish a rapport and build trust with all associates. Responsibilities include onboarding of new associates, benefits administration, payroll administration, and ongoing employee relations work. The HRPS is the primary contact for plan vendors, third-party administrators, and insurance agencies. This person completes daily benefits processing and handles enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, 401(k) distributions, loans, hardships, and compliance testing. This person reports to the SVP -CFO.
Position Essential Functions and Responsibilities include but are not limited to the following:
- Advise supervisors on rules and procedures related to the recruitment and staffing process. Recommend appropriate and efficient recruitment methods.
- Provide assistance in writing and updating position descriptions.
- Review and prepare supervisors’ confidential materials for performance, planning and development evaluations, and compensation changes.
- Facilitate the performance, planning and development of the evaluation process.
- Provide communications to associates relating to HR / benefits / payroll.
- Consult with senior management to determine and prioritize organizational development and education needs and determine strategies for delivery.
- Develop, implement, and maintain onboarding and training programs for new associates and supervisors.
- Process enrollments and updates to include but not limited to associate new hires, terminations, benefit updates, wage adjustments, and associate change requests.
- Research, recommend and monitor the implementation of procedures and/or policies that improve human resources services, resolve problems.
- Researches, manages, and resolves benefit questions from associates.
- Process iSolved People Cloud; functions to include, but not limited to: iSolved timekeeping system, timecard entries, payroll updates, maintenance of personnel files.
- Compile and submit compliance tests, salary surveys, reports for audit and exam information requests.
- Provide associates with compliance disclosures and notices as required for benefit plans.
- Review monthly benefit vendor invoices for accuracy and submit for payment.
- Performs confidential personnel file maintenance, insuring documentation of change requests.
- Observes all security, privacy, retention, and compliance requirements related to the position.
- Research and keep current on Human Resource trends.
- Ensures compliance with state and federal employment laws, and Bank policies.
- Counsel employees in areas of human resources policy and procedures and other related matters.
- Other duties as assigned.
Required Knowledge and Skills include but are not limited to the following:
- Associates Degree or other equivalent Human Resources work experience.
- Ability to develop and maintain effective working relationships with associates and vendors.
- Knowledge of Human Resource Information Systems (HRIS) such as Isolved and web administration with Empower, Quartz and Wisconsin Bankers Association.
- Experience with Microsoft Word, Excel, and Adobe Acrobat Standard.
- Good problem-solving skills using experience, knowledge and policies and procedures provided.
- Ability to meet deadlines and prioritize work while working independently.
- Must view oneself as part of an overall team; this includes supporting others throughout the Bank to achieve overall goals of the organization.
- Regard for important details to assure accuracy, detect errors and follow through on corrections and details.
- Able to adapt to different work situations, remain composed under pressure and in stressful situations.
- Knowledge of pertinent State and Federal guidelines, laws, and regulations.

- Bank Policies – like the online classes, Bank policies are assigned to best fit this position and are expected to be reviewed, understood, and signed on an annual basis. Associates are also expected to attend internal policy training sessions.

Working Conditions:
Work is performed largely in an office environment. Hours of work are generally during regular business hours (Monday – Friday, 8:00 am – 5:00 pm). There may be some variation in work hours due to special projects, deadlines, or other concerns.
